- Abstract: Recognizing the increased administrative complexity of a growing church, the 1919 General Convention restructured the Domestic and Foreign Missionary Society of the Protestant Episcopal Church in the United States of America (DFMS), eliminating the Board of Missions and introducing a new governing body. Canon 60 of the Constitution and Canons of that year established that the Presiding Bishop and a sixteen-member council (four Bishops, four Presbyters, and eight Laymen, all elected triennially) would be responsible for exercising the powers of the corporation. This Council would organize and oversee new departments dedicated to the church’s mission: The Department of Missions and Church Extension, the Department of Religious Education, the Department of Christian Social Service, the Department of Finance, and the Department of Publicity. This organizational structure would last until the 1964 restructuring of the DFMS.
